Federal Policy & mHealth: Update and Future Direction
When: Tuesday December 4, 5-6PM

Leaders from U.S. federal agencies will provide an update on activities related to mHealth and discuss policy priorities for the year ahead. Topics will include integrating mobile devices and electronic health records; funding opportunities for mHealth start-ups and research; guidance on mobile medical applications and clinical decision support tools; and, enabling wireless technologies.

David S. Muntz, Principal Deputy, Office of National Coordinator for Health Information Technology

David Muntz, a 39-year veteran of health information was appointed Principal Deputy in the Office of National Coordinator for Health Information Technology (ONC) within the U.S. Department of Health and Human Services early in 2012. In his new role, David will work with and report directly to the National Coordinator and oversee the activities of four offices within ONC: Office of the Deputy National Coordinator for Programs and Policy, Office of the Deputy National Coordinator for Operations, Office of Economic Analysis, Evaluation, and Modeling, and the Office of the Science and Technology.

For the first 18 years of his career, Mr. Muntz worked at the Wadley Research Institute and Blood Bank in Dallas, Texas, an organization whose entities included a hospital, outpatient facilities, research institute, computer institute, and the blood bank for Dallas County starting as a biostatistician and ultimately assumed the role of CEO. He returned to IS at Texas Health Resources where he functioned as SVP and CIO for 15 years. In 2006, he became the SVP and CIO for the Baylor Health Care System. He was responsible for more than 730 information services employees who cared for a delivery system with more than 280 points of entry. For more than 20 years in a row, Mr. Muntz’ organizations were recognized for innovation.

Mr. Muntz received an MBA from Southern Methodist University in Dallas, Texas and an AB degree in Pre-medicine with a concentration in English from Columbia College in New York City.

Tatiana Melnik is an Associate Attorney with the Dickinson Wright law firm and concentrates her practice in the healthcare information technology, intellectual property and corporate practice areas. She regularly counsels companies across the United States as well as vendors to such companies on developing, protecting, buying and selling information technology products, on protecting intellectual property rights developed in products and services, on regulatory compliance matters (e.g., HIPAA, HITECH, GLBA and state privacy laws), on advertising matters, and other general corporate issues.

Tatiana is a Managing Editor for the Nanotechnology Law & Business Journal and a standing contributor to the Journal of Health Care Compliance writing on HIT issues. Tatiana regularly speaks on legal issues impacting healthcare including cloud computing, FDA regulation of mobile devices, social media, and data breach reporting requirements.

Tatiana holds a JD from the University of Michigan and a BS in Information Systems and a BBA in International Business both from the University of North Florida.

Francis Collins, Director of National Institutes of Health (NIH)

Francis S. Collins, M.D., Ph.D. is the Director of the National Institutes of Health (NIH). In that role he oversees the work of the largest supporter of biomedical research in the world, spanning the spectrum from basic to clinical research.

Dr. Collins is a physician-geneticist noted for his landmark discoveries of disease genes and his leadership of the international Human Genome Project, which culminated in April 2003 with the completion of a finished sequence of the human DNA instruction book. He served as director of the National Human Genome Research Institute at the NIH from 1993-2008.

Before coming to the NIH, Dr. Collins was a Howard Hughes Medical Institute investigator at the University of Michigan. He is an elected member of the Institute of Medicine and the National Academy of Sciences, was awarded the Presidential Medal of Freedom in November 2007, and received the National Medal of Science in 2009.
